ImageLONDON (Reuters) – Helping Iran develop civil nuclear power remains at the heart of a new big power offer to Tehran and the offer contains economic elements that may make it more attractive, a European Union diplomat said on Friday.

The United States, China, Russia, Britain, France and Germany agreed earlier to offer Iran new incentives to halt work that the six powers fear may be aimed at developing nuclear weapons.
